The Local Health System Sustainability Project (LHSS) helps low - and middle-income countries transition to sustainable, self-financed health systems as a means to support universal health coverage. The project works with partner countries and local stakeholders to reduce financial barriers to care and treatment, ensure equitable access to essential health services for all people, and improve the quality of health services. Through the LHSS Peru activity, LHSS is providing support to the Government of Peru to strengthen the national response to COVID-19 to prevent, control and monitor the epidemic. It will work with the Ministry of Health to strengthen surveillance, case management, laboratory practices and address vaccine hesitancy through a national communication strategy. **Opportunity** Abt Associates is seeking a Finance Assistant / Jr. Accountant for the USAID-funded LHSS Peru country program to provide both administrative and program implementation support. The Finance Assistant/Jr. Accountant will provide ongoing and timely support to the Finance and Administration Manager and COP with general finance and accounting operations. The Finance Assistant / Jr. Accountant will be a part-time position reporting directly to the LHSS Peru F&A; Director and supported by LHSS home office-based finance and operations team. **Key Responsibilities**: - Maintain inventory records of all project supplies and assets. - Support local procurement of administrative supplies, registration and filing of supplier forms, record and tracking of purchase/services requirements. - Provide travel logistic support for all project staff and personnel, including project sponsored travel for consultants, partners and counterparts in terms of providing travel advances and processing of travel expense reports. - Manage and maintain project petty cash account and funds. - Provide finance support for project events and activities. - Support the Finance and Admin. Director with project financial processing, record keeping and report in the following tasks but not limited to: QuickBooks data entry, filing invoices before payments, tracking and control of advances and expense reports, maintaining up to date bank reconciliations including pending checks and advances from US dollar and Peruvian soles accounts, coding project expenses according to the internal accounting codes established by the head office, and ensure that Invoices comply with the requirements of Peruvian law. - Support in data entry in the national accounting software, and printing of accounting books. - Support in the analysis of financial statement accounts. - Preparation of monthly payroll and record keepings of staff vacations and leaves of absence and support the monthly filing of the PDT Planilla Electronica - PLAME, entry of electronic receipts. - Filing of orders for credit memos, slips in support of payroll each month and filing payroll forms, income tax withholdings, and social service contributions in accordance with local tax law. - Support with contract and financial record keeping of vendors, consultants, subcontractors and grantees, ensuring accurate and timely processing and record keeping of schedules deliverables and payments. - Support the staff with finance administrative procedures, especially in the implementation of the internal control system and the financial procedures manual of the company. - Other administrative finance support as needed by the project under the supervision of the F&A; Director. Preferred Qualifications - Bachelor's Degree in Accounting + 3 years of relevant work experience - Minimum two years of relevant experience in project finance support, program implementations or office administration, preferably in USAID-funded programs or other international development organizations. - Knowledge of USAID/US Government accounting regulations highly desirable. - Strong working knowledge of project finance operations. - Ability to work independently, with mínimal supervision. - Understanding of accounting concepts and practices and internal accounting controls. - Effective oral and written communication skills, including the ability to prepare reports. - Knowledge in QuickBooks, Quicken or other comparable accounting American software platform - Intermediate English desirable - Peruvian citizens are encouraged to apply.
